Draft law on mobilization in Ukraine on the second reading: what has changed

Changes to Draft Law on Mobilization in Ukraine

During the second reading of the draft law on mobilization in Ukraine, the provision on demobilization of military personnel after 36 months of service was removed. This decision was made at the request of Minister of Defense Rustem Umerov. However, restrictions for draft dodgers remain in place, including a ban on driving a vehicle until appearing at the military commissariat.

MP Fedir Venislavskyi confirmed this information, stating that a separate draft law will be developed to regulate discharge from military service during the state of martial law. The Committee on National Security, Defense, and Intelligence supported the Ministry of Defense’s proposal to remove the demobilization provision.

Moreover, the draft law now includes provisions for consular services to Ukrainian citizens abroad with a military registration document. This includes passport renewal services. MP Venislavskyi also noted that men residing abroad will have the option for remote data updating at military commissariats.
