Preparation for 2024: Kharkiv region to allocate 500 million for the installation of shelters in schools

The Cabinet of Ministers allocates funds for shelters in schools

Cabinet of Ministers of Ukraine approved the distribution of 2.5 billion hryvnias from the state budget for the arrangement of shelters in schools for the year 2024. Kharkiv and its region will receive 500 million of them, the Ministry of Education and Science of Ukraine reported.

These funds will be directed to schools that work remotely or in a combined mode due to the war.

Minister of Education Oksana Lisova emphasized that the priority task of the department is to restore the opportunities for face-to-face learning in regions where safety allows. To do this, shelters need to be arranged in educational institutions.

Requirements and Funding for School Shelter Projects

Additionally, 150 million hryvnias will be allocated to complete shelter construction projects that started in 2023, provided that they are funded by at least 40%.

This year, communities will, for the first time, submit projects for the capital repair or construction of shelters through the DREAM system — publicly and transparently, the Cabinet of Ministers announced. The submission of projects to DREAM will start on April 17 and will last for 7 working days. Instructions for submission can be found at the link.

Requirements for projects include the availability of project cost estimates, at least 200 students in the school, co-financing from the local budget according to the community’s tax capacity, and the project must be completed this year.

Implementation and Operation of Shelters

Regional military administrations will be able to review all projects and compile a list of priorities, taking into account the region’s security. The final selection will be made by the Ministry of Education commission.

Communities that do not receive state funding will have the opportunity to attract donors.

In Kharkiv, the academic year 2023-2024 is being held in a combined form, with most children studying online. Shelters have been set up in various districts to accommodate students attending offline classes.
